<p>Low-emittance (Low-E) coating are microscopically thin, virtually invisible, metal or metallic oxide layers deposited on a window or skylight glazing surface primarily to reduce the U-factor by suppressing radiative heat flow. The principal mechanism of heat transfer in multilayer glazing is thermal radiation from a warm pane of glass to a cooler pane. Coating a glass surface with a low-emittance material and facing that coating into the gap between the glass layers blocks a significant amount of this radiant heat transfer, thus lowering the total heat flow through the window. Low-E coatings are transparent to visible light. Different types of Low-E coatings have been designed to allow for high solar gain, moderate solar gain, or low solar gain.</p>
<p><strong>Double-Glazed with High-Solar-Gain Low-E Glass</strong></p>
<p>This figure illustrates the characteristics of a typical double-glazed window with a high-transmission, Low-E glass and <span style="text-decoration:underline;">argon gas fill</span>. These Low-E glass products are often referred to as pyrolitic or hard coat Low-E glass, due to the glass coating process. <p><strong>Background</strong></p>
<p>As a result of legislation enacted in 1999, the State&#8217;s investor-owned electric utilities offer <em>Standard Offer Programs</em>, which provide financial incentives or rebates for various qualifying energy efficiency measures. These programs are designed to advance the State&#8217;s energy conservation goals. The installation of windows meeting the stringent federal ENERGY STAR® standards may qualify for a financial incentive under these programs.</p>
<p><strong>Utilities Offering Incentives for Energy Efficient Windows</strong></p>
<p>Windows installed in any of the following electric utility service areas may be eligible for a rebate:</p>
<ul type="disc">
<li>TXU Electric Delivery (formerly, Oncor)</li>
<li>CenterPoint Energy (formerly, Houston Lighting and      Power Company)</li>
<li>AEP Texas Central (formerly, Central Power and Light      Company)</li>
<li>AEP Texas North (formerly, West Texas Utilities      Company)</li>
<li>AEP Southwestern Electric Power (SWEPCO)</li>
<li>El Paso Electric</li>
<li>Entergy Gulf States</li>
<li>Southwestern Public Service Area</li>
<li>Texas-New Mexico Power Company</li>
</ul>
<p><strong>Installation &amp; Efficiency Standard</strong></p>
<p>For a window to qualify for these deemed savings, it must meet ENERGY STAR® criteria anywhere in the state, it must have a U-factor less than or equal to 0.40 and a Solar Heat Gain Coefficient (SHGC) less than or equal to 0.40.</p>
<p>The windows should be installed by a qualified installer and the project managed by the customer or approved Project Sponsor. Contact your local Utility for a list of Project Sponsors in your area. Information about the U-factor and SHGC of the window must be available and provided.</p>
<p><strong>Example Rebate Calculations</strong></p>
<p>The amount of any available rebate is based on the size of the window, multiplied by incentive amounts which will vary depending upon your location within Texas and the type of home in which the window is installed. These incentive amounts are listed in the <a href="http://www.texaswindowsinitiative.com/res/rebates_estimating.asp">Estimating Your Rebate</a> page, but one should check with their local utility to ensure they have the most up-to-date amounts.</p>
<p><strong>Measure</strong></p>
<p>ENERGY STAR® windows savings are per square foot of window, inclusive of frame and sash. Windows must be installed only in homes with electric air conditioning to qualify for these deemed savings values.</p>
<p><strong>Baseline</strong></p>
<p>The baseline is a double-glazed (i.e., double-pane), clear window with an aluminum frame, with a U-factor of 0.87, a solar heat gain coefficient (SHGC) of 0.66, and air infiltration of 1 cfm/ft2.</p>
<p><strong>Installation &amp; Efficiency Standard</strong></p>
